We've learned previously in a written preview from Game Informer that Evelyn comes into play during the Prologue portion of the game at Lizzy's Bar which Involves a Arasaka Brain Dance segment.
Evelyn Parker's intelligence and ambition drives her to demand more from life. Her goal of becoming a professional actress, and her rational head for the biz, led her to a job at the Doll House, but this stepping stone in her career quickly became something much more permanent
The lore bit above does open up a small amount of speculation for different scenarios for why her position at the Doll House is permanent. Little else is known about Evelyn Parker for the time being.
